Incorporating citizen views through stakeholder engagement enhances the democratic and equitable governance of sustainability transitions. Using stakeholder theory as a conceptual frame, this study evaluates the use of different stakeholder participation processes to co-produce solutions for more sustainable housing in Finland. This study examines how citizens are positioned, levels of participation, and factors affecting success. Data were collected in three participatory processes: a service design process, a hackathon, and transition arenas, which sought to improve citizens’ opportunities for more sustainable housing. Our results show that citizens were positioned differently across the stakeholder processes. Although all processes aimed for high levels of participation—such as collaboration and empowerment—the achieved levels varied and, in some cases, remained limited. Moreover, several contextual, organizational, and process-related factors influenced the outcomes and shaped how participating stakeholders perceived citizens’ views. Addressing these challenges is crucial when selecting participatory methods for research, planning, and policy.

Ilmastonmuutos ja siihen liittyvät sääilmiöiden vaihtelut ovat kuluvan vuoden aikana jälleen korostaneet tarvetta löytää myös omakotiasumiseen ratkaisuja, jotka mahdollistavat kaikille energiaviisaan asumisen. Decarbon-Home-hankkeessa tähän tarpeeseen on vastattu muun muassa aloittamalla sovelluskehitysprosessi, jonka keskeinen osa oli syksyllä 2023 järjestetty Hackathon-tapahtuma. Kun noin vuosi voittajatiimin valitsemisesta on kulunut, on hyvä pysähtyä kertaamaan, miten tapahtuman järjestämiseen ja sen jälkeiseen sovelluskehitystyöhön on päästy.
Hankkeen tutkimustieto vahvasti yhteiskehittämisen prosessin taustalla
Hackathonin suunnittelu polkaistiin kunnolla käyntiin syksyllä 2022 Decarbon-Home-hankkeen suunnittelutiimin ja yhteistyöorganisaation Helsinki Think Companyn voimin. Suunnittelu huipentui syyskuussa 2023 Luken ja Syken tiloissa Viikissä järjestettyyn Nest Hackathon-viikonloppuun, jossa osallistujien haasteena oli kehitellä konkreettisia ratkaisuja ilmastoviisaan asumisen edistämiseksi. Monitieteisyyden vahvistamiseksi osallistujiksi pyrittiin houkuttelemaan laaja-alaisesti erilaisia osaajia koulutus- ja kokemustaustastaan riippumatta. Nest Hackathonin haasteen muotoilu perustui Decarbon-Home-hankkeessa tehtyyn laajaan tutkimustyöhön, jossa ilmastoviisasta ja sosiaalisesti oikeudenmukaista asumista oli tarkasteltu muun muassa remonttien toteutuksen teknistaloudellisista ja sosiaalisista näkökulmista.
Monitieteiset tiimit pitchasivat viikonlopun päätteeksi ideansa tuomaristolle
Hackathon-viikonloppuun osallistui 27 kehittäjää, jotka muodostivat seitsemän tiimiä. Viikonlopun aikana kunkin osallistujatiimin tehtävänä oli ideoida pelillistetty sovellusratkaisu, joka tukisi suomalaisten omakotitaloasujien päätöksentekoa ja valintoja sekä energiaremonttien toteutuksessa että kodin säännöllisten huoltotoimenpiteiden tekemisessä. Työskentelynsä tueksi monitieteiset tiimit saivat hankkeen tutkijoilta viikonlopun aikana muun muassa sisältöjen määrittelyyn liittyvää sparrausapua. Valtaosa osallistujista oli ympäristötieteiden, tekniikan tai yhteiskuntatieteiden opiskelijoita. Tilaisuus huipentui sunnuntaina pidettyyn pitchaustilaisuuteen, jossa kukin tiimi esitti ratkaisunsa hankkeen sidosryhmien Omakotiliiton, Marttojen ja Motivan, sekä Helsingin yliopiston edustajista muodostetulle tuomaristolle. Tuomariston pisteytysten perusteella voittajaksi valittiin ryhmä 3, konseptillaan ”Nest Egg – Pesämuna”.

Haasteviikonloppu oli kuitenkin vasta alku voittajatiimin ja Decarbon-Home-hankkeen asiantuntijatiimin yhteistyönä tapahtuvalle varsinaiselle sovelluksen kehitystyölle. Nyt vuoden käynnissä ollut jatkokehitystyö on ollut merkittävä oppimuskokemus niin voittajaidean keksineelle tiimille kuin myös hankkeen tutkijoille. Prosessin lopputuotoksena on tarkoitus toteuttaa ja julkaista vuoden 2026 alkuun mennessä ilmastoviisasta asumista tukeva digitaalinen sovellus, jonka voi ilmaiseksi ladata käyttöönsä jokainen suomalainen omakotitaloasuja. Sovelluksen yhtenä tarkoituksena on lisätä luotettavaa tietoa ilmastoviisaista asumisratkaisuista ja kannustaa asukkaita konkreettisten ja järkevien muutosten tekemiseen.

The Nest Hackathon is organized in collaboration with Helsinki Think Company and the experts in the field from the Decarbon-Home research project.
Nest Hackathon is a multidisciplinary weekend challenge that brings together students and professionals from various study backgrounds to develop innovative solutions for sustainable housing. The participants will develop a pilot that helps to renovate over a million homes in Finland and help tackle one of the biggest emitters in Finland.
The hackathon will have an unique atmosphere, where teams can focus on developing a pilot product for the theme of the challenge. Helsinki Think Company will create an atmosphere that encourages innovation and is familiar to hackathon veterans everywhere.
Who can take part?
Good news, the hackathon is open for everyone! No matter if you are a student, in the early stages of your career or further along, this is the perfect opportunity to challenge yourself and learn from the experts in the field. All that is required is that the person brings their talent to the table and wants to be part of a team that innovates in an efficient manner.
It is possible to apply to Nest Hackathon individually or as a team. The teams can be either set or formed by the organizers.
The ability to understand Finnish is required within the team, as some of the material is in Finnish only. Not everyone within the team has to be Finnish-speaking, though.
The theme of the challenge – how to make energy renovation as easy as possible for homeowners?
Climate change and the energy crisis have encouraged more and more Finns to consider and implement energy renovations in their homes. In particular, there are many opportunities for energy efficiency measures in rural areas, where renovations are currently needed.
Therefore, there is a need for tools and solutions to tackle this issue. During Nest Hackathon, the participants will work in interdisciplinary teams to create gamified solutions through an app to incentivize sustainable behaviors and provide homeowners with information and resources to make their homes more environmentally smart.
The wider scope: knowledge to action!
The Nest Hackathon is organized as a collaboration between Helsinki Think Company and the multidisciplinary Decarbon-Home research project. The project’s mission is to promote a fair and socially just sustainability revolution in housing and construction. Decarbon-Home works together with cities, residents and other stakeholders to reach concrete solutions in order to reach the goal.
Nest Hackathon occurs over a weekend with the experienced facilitation by Helsinki Think Company. However, the challenge does not stop there! For the best ideas, there is excitingly a possibility for further funding within the project.
